Summer 2005 Institutes Rural Travel Guidelines
Summer 2005 will be the sixth and
final year of Summer Institute offerings for the Alaska Partnership for Teacher
Enhancement (APTE) grant. The grant and its partners will begin the institutionalization
process of the Summer Institutes by drawing on the expertise of our rural partners
to implement the following procedural changes to the APTE travel policy:

The APTE grant will add funds to the rural partner district
purchase orders to cover travel, lodging and per diem expenses for funded
participants to attend the Summer 2005 History/Social Studies, Science,
English/Language Arts, Mathematics and Mentoring Institutes.

The rural partner district will be responsible for making
all travel and lodging arrangements for Summer 2005 Institutes so that participants
from their district may attend. All participants should travel on the travel
dates specified for their institute. (Please see the schedule at the bottom
of page 2.) The dollar value of the time spent making arrangements and preparing
invoices for reimbursement is to be reported as "match" to the
grant.

The rural district may request that participants attending
institutes make their own travel and lodging arrangements. Individual participants
making their own arrangements should submit expenses to their district office
for reimbursement. The district, in turn, will invoice the APTE grant for
reimbursement.

The APTE grant will reimburse districts for the cost of
a 21-day advance coach class ticket for each traveler.

The APTE grant will reimburse districts for lodging costs
at the University of Alaska Anchorage (UAA) dorms (for Anchorage-based Institutes).
Rural sites will provide housing for participants and report that cost as
a "match" to the grant.

The APTE grant will also reimburse lodging and per diem
expenses for travelers who are delayed due to weather conditions.

The APTE grant will reimburse districts for per diem based
on the federal travel regulation rate for Alaska of $40 per day minus any
meals furnished. Any expenses incurred that exceed the authorized expense
amounts, or are due to personal travel deviations, will be the responsibility
of either the district or the individual participant.

Food will be purchased by the APTE grant and shipped to
the rural institute sites to provide all meals for participants. Therefore,
rural participants will only receive per diem compensation for the number
of quarters they are in travel status to and from the institute. Quarter
times are 12:00 midnight - 6:00 a.m., 6:00a.m. - 12:00 noon, 12:00 noon
- 6 p.m., 6:00p.m. - 12:00 midnight.

Anchorage institute site participants will be reimbursed
$40 for each weekend day when no meals are furnished. They will also be
reimbursed $20 for each weekday of the institute when 2 meals are furnished
each day.

Rural participants coming into Anchorage for the Mathematics
and/or Mentoring Institutes may contact their District office and request
an advance on their per diem costs which will be reimbursed to the District
at the rate of $20 for each day of the Institute.

Meals provided at the Mathematics and Mentoring Institutes
held in Anchorage are to be deducted from the daily per diem rate.

The APTE staff will reserve a block of rooms at the UAA
Commons for participants attending the Mathematics and Mentoring Institutes
in Anchorage. A lodging application form will be included in the Registration
Confirmation Packet distributed to institute participants in March 2005. The
deadline to submit lodging application forms will be June 14, 2005.

Stipends from the Alaska Partnership for Teacher Enhancement
(APTE) grant will be provided to eligible participants in the Summer 2005
History/Social Studies, Science, English/Language Arts, Mathematics and
Mentoring Institutes. Stipends will be distributed within two weeks following
the end of the institutes with amounts calculated by participant attendance.

Itemized, signed invoices with backup documentation should
be sent from the District Office to Betty Meyer, Alaska Partnership for Teacher Enhancement, University
of Alaska Anchorage, 3211 Providence Dr. PSB Bldg.-218B, Anchorage, Alaska
99508 for reimbursement.

Summer 2005 Institutes Anchorage School District Travel
Guidelines
Summer 2005 will be the sixth and final year of Summer
Institute offerings for the Alaska Partnership for Teacher Enhancement (APTE)
grant. The grant and its partners will begin the institutionalization process
of the Summer Institutes by drawing on the expertise of our partners to incorporate
travel procedures for APTE Summer Institutes to their travel policies. The travel
policy for Anchorage School District participants will remain the same as in
past years, which is as follows:

The APTE Program Development Coordinator will be responsible
for making all travel and lodging arrangements for Anchorage School District
participants to attend the Summer 2005 History/Social Studies, Science,and
English/Language Arts Institutes.

All travel arrangements will be ticketed for the travel
dates specified for each individual institute. (Please see the schedule
at the bottom of page 2.)
-
All ticket purchases will be made on a 21-day advance.
Any expenses incurred that exceed the authorized expense amounts or are
due to personal travel deviations will be the responsibility of the participant.
If a participant cancels within 72 hours of the Institute date, they will
be expected to reimburse the APTE grant the cost of their airline ticket.
The airline ticket that APTE purchases in the name of that participant,
is a non-refundable ticket that only that participant can use. The participant
will have one year from the date of ticket issuance to reissue the ticket.
The ticket may be used for any destination that the airline flies to, but
the participant will have to pay any change fee and any additional collection.

APTE will pay the per diem at the federal travel regulation
rate for Alaska, which is $40 per day. Per diem will not be paid for meals
that are provided during the institutes.

The APTE grant will reimburse additional lodging and per
diem expenses for travelers to rural sites who are delayed due to weather
conditions. Expense receipts will be required for reimbursement.

Anchorage School District participants will not receive
lodging and per diem while attending institutes located in Anchorage. A
continental breakfast and lunch will be provided by APTE each weekday of
the Anchorage institutes.

Lodging at the History/Social Studies Institute in Chevak,
the Science Institute in Akiachak and the English/Language Arts Institute
in Toksook Bay will be provided by the host school district.

Food will be purchased, and cooks hired by the APTE grant
to allow each rural institute the ability to provide meals to the participants.
Per Diem will not be paid for meals that are being provided by the grant.
APTE will provide three meals a day during instruction days at the History/Social
Studies, English/Language Arts and Science Institutes.

Institute participants at rural sites will be reimbursed
at the federal per diem rate for Alaska of $40 per day based on the number
of quarters of the day they are in travel status. Quarter times are 12:00
